DAVAO CITY – Francisco Bangoy International Airport, more commonly known as Davao International Airport (DIA), is set for a significant upgrade under the government’s Public–Private Partnership (PPP) program. The P12.9-billion project aims to modernize Mindanao’s busiest gateway and improve the passenger experience.
One of the strongest contenders to take over DIA’s operations is Singapore’s Changi Airport Group (CAG), widely recognized as one of the world’s top airport operators.
Acting Davao City Mayor Sebastian “Baste” Duterte has openly expressed his preference for Changi, saying its global expertise could transform the airport into a world-class gateway.

Changi Airport’s Global Recognition
In 2025, Changi reclaimed the title of World’s Best Airport at the Skytrax World Airport Awards in Madrid — its 13th win. It also received awards for Best Airport in Asia, Best Dining, and even Best Airport Washrooms.
Travel + Leisure recently ranked Changi Airport second in the world, just behind Istanbul Airport. Beyond awards, Changi served 67 million international passengers in 2024 and is home to Jewel Changi Airport, a SGD 1.7B complex, boasting the world’s tallest indoor waterfall, shops, restaurants, and advanced passenger services.
Upgrade is Long Overdue
Analysts say this experience could be a game-changer for Davao. Changi has proven that airports can be more than just transportation hubs. They can generate significant revenue from retail, dining, and entertainment. If applied to DIA, this model could help transform it into a world-class airport while boosting trade, tourism, and investment in Mindanao.
Transportation Secretary Vince Dizon confirmed that three groups are up for bidding — Filinvest, Gokongwei, and Changi. Filinvest has already submitted an unsolicited proposal, while Gokongwei and Changi are expected to follow suit.
In an interview with Davao media, Dizon emphasized that privatization is long overdue, pointing out that DIA is the country’s only major international airport still under full government control.
DIA Expansion
Meanwhile, the government has already commenced its own DIA expansion. The ₱650M project seeks to expand the passenger terminal capacity by 2026. Once completed, it will increase the size from 17,500 to 25,910 square meters. It will add more seating and larger concession spaces.
With Davao International Airport already the country’s third-busiest, the entry of Changi Airport Group could strengthen its role as a competitive regional hub, connecting Mindanao to the world.
